l’ECOLE NATIONALE SUPERIRORE MARITIME propone dei semplici corsi di 5 giorni per rinnovare i certificati per quegli ufficiali di coperta e macchina che non hanno sufficiente sea time ( 12 mesi negli ultimi 5 oppure sei mesi nell’ultimo anno o 3 mesi in soprannumero come prescritto dalla STCW 2010) .

Questa e’ una delle possibilita’ che la STCW 2010 section A-I/11 par 4. che prevede la frequentazione di uno o piu’ corsi approvati , ma che e’ sempre stata volutamente ignorata dal MIT.

Professional competence

Continued professional competence as required under regulation I/11 shall be established by:
.1
approved seagoing service,performing functions appropriate to the certificate
held, for a period of at least:
.1.1
twelve months in total during the preceding five years, or
.1.2
three months in total during the preceding six months immediately prior to revalidating; or
.2
having performed functions considered to be equivalent to the seagoing service
required in paragraph 1.1; or
.3
passing an approved test; or
.4
successfully completing an approved training course or courses; or
.5
having completed approved seagoing service, performing functions appropriate to
the certificate held, for a period of not less than three months in a supernumerary
capacity, or in a lower officer rank than that for which the certificate held is valid
immediately prior to taking up the rank for which it is valid.

The refresher and updating courses required by
regulation I/11 shall be approved and include changes in relevant national and international regulations concerning the safety of life at sea, security and the protection of the marine environment and take account of any updating of the standard of competence concerned.

Quando al tavolo del MIT dove si discuteva della bozza della circolare dei rinnovi ,il 16 dicembre 2015 , ho chiesto i motivi di questa omissione mi e’ stato risposto, con una buona dose di arroganza , che siccome l’STCW prevede una serie di possibilita’ ( la dicitura inglese nel testo e’ or, or, ”Oppure , oppure” riportata alla fine di ogni paragrafo per indicare che può’ essere scelto uno qualsiasi dei metodi elencati ) per dimostrare il mantenimento delle competenze , NOI il MIT abbiamo deciso di selezionarne 4 su 5!
Vi sembra Logico ? Perdere il certificato di competenza perche’ non hai abbastanza mesi di navigazione?

Course and test
Trainees Officer holder of a deck watchkeeper certificate which doesn’t comply with the required conditions of a sea service (or equivalent) to keep the prerogatives needed for the certificate.
Requirement Be the holder of deck watchkeeper certificate for vessels of 500 GT
Objective To show the upholding of the professional competence and thus obtain the revalidation of the certificate.
Duration 32 hours over 4.5 days (course + test)

Refresher course and updating of knowledge related to competences :

– Navigation / Meteorology: 4 hours.

– SMCP: 4 hours, test included (half an hour).

– Navigation and manoeuvring simulator / sailing rules: 12 hours.

– Merchant ship operations/loading calculations : 4 hours, test included

– Safety: 4 hours, test included (half an hour).

Test : navigation and manoeuvring simulator/navigation/meteorology/sailing rules: 4 hours
